Subject: [PATCH] gitweb: Localize magic variable $/

Instead of undefining and then restoring magic variable $/ (input
record separator) for 'slurp mode', localize it.

While at it, state explicitely that "local $/;" makes it undefined, by
using explicit "local $/ = undef;".
