Currently if you set

[hooks]
allowNonAscii

(or allownonascii = 1, or = yes) in your .git/config then the sample
pre-commit misinterprets the value as "false" and rejects non-ASCII
filenames. Use "git config --bool" to get the usual nicer boolean
handling.
